1.Directs the preparation of engineering and design guides and procedures. 2. Establishes and implements technical policies and procedures. 3. Directs and implements the development of engineering standards. 4. Coordinates engineering interface activities with other disciplines and departments. 5. Monitors technical, economic and schedule activities of the discipline on all projects. 6. Determines the requirement for and supervises special studies, when necessary. 7. monitors progress and quality of outside consulting services. 8. Implements project design reviews, as required to give assurance of quality engineering, conformance with the project definition and compliance with the regulatory requirements. 9. Assists the Manager of Engineering in various phases of client relationship. 10. Assesses on an independent basis, the technical adequacy of his/her discipline. 11. Provides technical guidance to the project discipline by direct consultation, technical bulletins and 'state of the art' meetings. 12. Assists in establishing project design bases taking into consideration costs, 'states of the art', operability, availability and maintainability. 13. Assists the Project Engineering Managers in the preparation of discipline work plans and implementation of the engineering/purchasing schedules and cost estimates. 14. Assists the manager of Engineering and the Project Engineering Managers in project definition, definition of economic evaluation factors, preparation of major specifications, major purchase evaluations, preparation of key technical studies and critical engineering decisions. 15. Analyzes and documents engineering practices, manpower expenditure and costs related to the experience and performance of the region/office projects. 16. Promulgates past project experience and incorporates or factors this experience into new projects. 17. Assists Business development in the presentation of Company capabilities to prospective clients. 18. Interface with his peers in other offices to enhance good engineering and cost effective practices as well as commonality of procedures and practices. 19. Provides discipline policy guidance. 20. Acts as a source of technical discipline knowledge for the manager of Engineering, Project Managers, Project Engineering Managers and Supervising Discipline Engineers. 21. In conjunction with the Project Engineering manager, determines the need for the employment of expert discipline consultants for the discipline. 22. Establishes, maintains and distributes engineering, drafting and specification standards within the discipline consistent with quality control requirements. 23. Creates and maintain up-to-date procedures, topical reports and data files. 24. Recommends the assignment of Supervising Discipline Engineers and overviews the assignment of other engineering and design personnel to meet project requirements. 25. Assists the Project Engineering manager and Supervising Discipline Engineer in establishing the design bases, procedures and technical approach to be followed, to meet project requirements. monitors the Supervising Discipline Engineers as required to ensure that procedures are followed and performance meets project requirements. 26. Institutes Design Review teams, as required to assure quality of engineering conformance with project definition and to comply with regulatory requirements. 27. Coordinates work within the discipline with other Discipline Engineers to achieve a balanced overall design. 28. Recommends plans for professional development personnel, including participation in technical society activities.

Profile 12+ years total engineering experience with at least 5 years of this experience in a Lead / Discipline supervisory capacity. Proficient in English is a must. Relevant experience in heavy industry projects, such as refineries, power plants and/or oil & gas facilities. Should be experienced in using American building codes such as UBC, material codes such as AISC for Steel or ACI for concrete. Knowledge of analysis codes such as STAAD, SAP 2000 or similar is desirable. Participation in technical professional societies is also a plus.
